CONSULTANCY SERVICES TO DEVELOP AN M&E MANAGEMENT INFORMATION SYSTEM (MIS) FOR THE TREE CROP DIVERSIFICATION PROJECT (TCDP)

 1. INTRODUCTION
The Government of Ghana (GoG) has received funding from the World Bank to implement the Ghana Tree Crop Diversification Project (GTCDP). The main objective of the project is to raise the productivity of the tree crop subsector, safeguard the incomes of smallholders and estates, increase exports of cashew, coconut, and cocoa products to generate rural employment, and improve smallholder incomes in Ghana. 

Ghana Cocoa Board, an implementing Entity under the Government of Ghana, intends to apply part of the agreed amount for this facility for payments under the contract for consultancy services to develop an M&E Management Information System (MIS) for the Tree Crop Diversification Project (TCDP)

2. OBJECTIVES OF THE CONSULTANCY ASSIGNMENT
The objective of this consultancy is to develop a comprehensive M&E MIS to streamline project operations, data collection, analysis and reporting for the TCDP. The MIS is to be developed for the broad Ghana Tree Crop Diversification Project but should have two separate portals with similar functionalities for COCOBOD and TCDA. The MIS is expected to enhance decision-making processes by providing accurate, timely and relevant information to project stakeholders.  

3. SCOPE OF THE CONSULTANCY
The scope of activities include;
Design, develop, and test a customized MIS, tailored to the project objectives and specified client’s data needs.
Monitor or track field-level activities with data captured in the MIS including images from satellites, drones, and GPS devices.
Monitor the result framework and supplementary indicators by automatically calculating and visualizing the indicators once the required data is captured into the system.
Manage an input voucher system to facilitate traceability of input distribution operations and maintain a database on beneficiaries and items distributed.
Provide automated reports in ready-to-use formats or allow additional/further analysis to meet relevant stakeholders' data/information needs.
Interoperability of the MIS with other supporting systems or digital platforms under the project (i.e., CMS, TCDA System, GCLMS) as well as other external systems and database.
Manage a matching grant system that digitizes application submissions, review, selection, and responses to applicants as well as maintain a repository of application documents.     
Include dashboards to display selected indicators’ data and format using different visuals that communicate important scientific details easily.
Include downloadable version of the data in different formats (csv, dta and others) and allow it to be mergeable with other databases and datasets.
Include a GIS module to identify geo-locations of project activities and beneficiaries.

4. QUALIFICATION AND EXPERIENCE
The nature of the assignment requires the contracting firm to consist of experienced and well-qualified team of experts covering the relevant professional disciplines for the successful development of a Management Information System. 

The firm should have a verifiable track record in developing and implementing a robust MIS tailored to the specific needs and objectives of at least two (2) similar projects. Prior experience developing MIS system for World Bank project is an advantage.  Knowledge of the tree crops sector in Ghana will be an added advantage. 

a. Team Lead
- Must possess a minimum of Master’s degree in Digital Technologies, Information Systems/ Information technology, Computer Science and/or related field with over 10 years of working experience.

b. Data Quality Specialist
- Must possess a master’s or Bachelor’s degree in Agriculture Economics, Economics or Statistics with five (5) years working experience

c. Geo-visualization and Infographics Specialist
- Must possess a Master’s degree in Information Technology, Geo-Information Scheme & Technology or related fields with five (5) years of working experience

5. DURATION AND LOCATION OF ASSIGNMENT
- The duration of the assignment is Three (3) Months, with field visits to the Eastern, Western North, Savana, Bono, Bono East regions. 

6. SELECTION METHOD
- A Consultant will be selected in accordance with the Consultant Qualification-based Selection (CQS) method set out in the Consultant Guidelines.
