CONSULTANCY SERVICES FOR THE EXPANSION & REFURBISHMENT OF NON-MEDICAL BIOSCIENCE LABORATORY SPACE AND UPGRADE OF EQUIPMENT FOR COCOA RESEARCH INSTITUTE OF GHANA (CRIG)

1. INTRODUCTION
The Government of Ghana (GoG) has received funding from the World Bank to implement the Ghana Tree Crop Diversification Project (GTCDP) with Ghana Cocoa Board as an implementing Agency.

The main objective of the project is to raise the productivity of the tree crop subsector, safeguard the incomes of smallholders and estates, increase exports of cashew, coconut, and cocoa products to generate rural employment, and improve smallholder incomes in Ghana. Also, the project aims at revitalizing the production and marketing of major tree crops (Cocoa, Cashew, Coconut etc.). The strategy includes assisting smallholders to rapidly resume production through the rehabilitation of existing farms, replanting/planting, and capacity building.

2. OBJECTIVES OF THE CONSULTANCY ASSIGNMENT
The objective of the consultancy services is to provide modern, secure, green, and competent infrastructure for the planned Expansion and Refurbishment of CRIG laboratory as well as upgrade of its equipment based on Client requirement. 

3. SCOPE OF THE CONSULTANCY
The scope of activities include.
- Design, engineer and cost a modern laboratory complex based on the brief of the client.
- Conduct a comprehensive building survey and assess the infrastructure and equipment at CRIG
- Perform structural review of the existing laboratory to determine its expansion and refurbishment
- Develop technical specifications that fits the identified needs and quality based on standards and practices for civil works and equipment
- Develop climate-responsive, energy-efficient, and sustainable details of architectural drawings and artistic engineering designs of the proposed expansion
- Provide a 3D drawing, floor plans, elevations, sections, working details and fitting schedules of the proposed expanded laboratory based on the Client requirements
- Prepare an upgraded proposal for consideration by the client
- Obtain all relevant construction permits required for the expansion and refurbishment of the laboratory and ensure compliance with public health, building and environmental regulations
- Prepare preliminary cost estimates of construction materials and methods for civil works and equipment

4. QUALIFICATION AND EXPERIENCE
The nature of the assignment requires the contracting firm to consist of experienced and well-qualified team of experts covering the relevant professional disciplines for the successful preparation of designs and execution of the infrastructure.

a. Team Lead
- Must possess a minimum of Master’s degree in Architecture or its equivalent and must belong to its professional body
- At least 10 years work experience in project management and team coordination
- Experience in sustainable architectural building design and details
- Possess strong technical and current knowledge of international standards
- Experience in qualitative research methods
- Strong verbal and written communication skills and high level of diplomacy and professionalism

b. Team Support – Structural Engineer
- Must possess a minimum of Master’s degree Civil Engineering or its equivalent and must belong to its professional body
- At least 5 years’ work experience in respective fields. 

c. Team Support – Electrical Engineer
- Must possess a minimum of Master's degree in Electrical Engineering or its equivalent and must belong to its professional body
- Advanced knowledge in respective fields

d. Team Support – Mechanical Engineer
- Must possess a minimum of Master's degree Mechanical Engineering or its equivalent and must belong to its professional body
- Ability to liaise with professionals from other disciplines

e. Team Support – Quantity Surveyor
- Must possess a minimum of Master's degree Quantity Surveying or its equivalent and must belong to its professional body
- 3-D conceptual skills
- Analytical thinker with strong problem-solving skills
- Excellent verbal and written communication skills and a high level of diplomacy and professionalism

5. DURATION AND LOCATION OF ASSIGNMENT
- The duration of the assignment is 50 days, spread over a period of 3 months and will be based in Tafo

6. SELECTION METHOD
- A Consultant will be selected in accordance with the Quality- Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
